The State of California's Model Water Efficient Landscape Ordinance (WELO) is a policy to encourage water savings through thoughtful and efficient design.  Cities now require detailed Landscape Documentation Package including landscape design, irrigation design, hydrozone information, and water budget calculations for residential and commercial building permits.
